ASTM D8529

Scope

1.1 This general guide is developed to detail the secure transportation of high THC cannabis products, with varying formulas and potency thresholds, determined by respective regulatory bodies overseeing that specific territory, region, or country. It offers a flexible yet comprehensive framework tailored to various market regulations, aimed at maintaining the integrity and legality of cannabis products during transit. This guide could be applicable to a vertically integrated operator or a separate licensed cannabis products transportation company. This guide is meant to provide a starting point for the authority having jurisdiction over the licensed operators within the regions where the transportation of these products occurs.

1.2 Cannabis products should only be transported by authorized parties in accordance with the applicable regulations within the authority having jurisdiction.  It is the requirement of each party to ensure compliance and legal authority for transportation.

1.3 A security plan, based on a threat risk assessment, should be in place and executed for shipment of cannabis products. The security plan should identify/address:

1.3.1 The assets to be protected, and

1.3.2 The identified threats to those assets during the phases of the transportation process.

1.4 The specific transportation security measures to be deployed, commensurate with the value of the assets and level/types of threat, are broken into three key areas: (1) physical security measures, (2) technical security measures, and (3) administrative security measures.

1.5 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.

1.6 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
